This article analyzes a Resettlement Plan for Syrian Families in Uruguay (PRFOSU) created by the Uruguayan government between August 2014 and December 2015. This article talk about the process by which the representation of a hyperreal refugee takes place and how this was decisive in the future of the plan and its cancellation.

The ethical hologram build in the process involved the blurring and even the suspension of the constitutive characteristics of the refuge itself. On one hand, hindering the right to return, and the maintenance of their identity of origin and a cultural belonging. On the other hand, questioning the stories of violence and violation of rights around the humanitarian crisis that makes international protection necessary. The distance between the concret people, the refugees who arrived with the resettlement program, and the representation of the hyperreal refugee present in the initiative, crystallize in the articulation of two extreme categories of meaning: the refugee as subject of guardianship and, secondly, the refuge as an act of conversion.

During the development of the PRFOSU the sense attributed to the refugees transmutes into an ideal immigrant, characterized as: grateful, hardworking, austere and well-disposed to occupy - as soon as possible - his place as a Uruguayan citizen.
