This paper discusses the factors that influenced the structure of Brazilian education in recent decades, following its path of quantitative expansion ― but not necessarily qualitative. Investigate to implement the theories of human capital, which was based on the idea that the technical and operating improvement of individuals provide the solving of social ills; and the later theory of social capital, building bases of civic solidarity and harmonization of social relations that favors the continuation of the exploration model of socially disadvantaged groups. The reflection proposal aims to assess whether the national educational panorama structured contemporaneously contributes or not to achieve improvements in the context of the social question.
