Prohibitionist policies against drugs since the early 20th century and the so-called "war on drugs" at the late 1980s -two processes led by the United States of America- have had diverse impact across the world. In the Latin American context, such processes acted essentially against the 1960 and 1970 "communist threat", in response to the traditional and inexpensive production of natural plants (cocaine, poppy, marijuana) considered illegal and against organized transnational criminal groups. In this scenario, this paper goes over the regulatory history of Uruguay regarding international drug policy, and attempts to quantitatively measure organized crime involved in the trafficking of psychoactive substances in the 21st Century.
