To what extent does a president achieve his government agenda? How can we measure the distance between the ideal policy for the president and what is finally sanctioned? What are the factors that influence this variation? The quantitative analysis of 140 amended and sanctioned laws over the period 2000-2009 shows that presidents often use the legislative concession as part of their strategy to approve public policies, accepting in many cases, significant concessions, although consistent with their preferences. In descriptive terms, it is proposed a technique to measure the magnitude of the changes in the bills (Barrett and Soha, 2007). In explanatory terms, the work tests different variables stated in the literature that can impact on the level of concessions.
