Abstract: The article analyzes the institutional and political peculiarities of presidentialism in Chile since 1990, characterized by institutional constraints to the president's authority. They are expressed in three aspects: its authority towards the military and the former dictator, General Augusto Pinochet, who continued as commander of the Army for eight years, to the Senate and parastatal bodies, especially the Central Bank and the Constitutional Court, and in relation to the economic policies. These limitations lead us to qualify Chile as a ‘semi-sovereign’ presidentialism. It is a case study that integrates the perspective of the new institucionalism and policies and allows generalization to refine the mainstream view on the overwhelming authority of the president on the political system and the positive effects of growth in the political process.
