Veremos el proceso por el que se produce la representación de un refugiado hiperreal sobre su público objetivo -familias de origen sirio ya refugiadas en el Líbano- y de qué modo esta representación fue decisiva en el devenir del plan y su suspensión. El holograma ético construido en ese proceso, implicó el desdibujamiento e incluso la suspensión de las características constitutivas de la condición misma de refugio de acuerdo a lo establecido por el ACNUR. Por un lado, obstaculizando el derecho al retorno. Por otro, poniendo en entredicho las historias de violencia y vulneración de derechos en torno a la crisis humanitaria que hace necesaria la protección internacional. La distancia entre las personas concretas, los refugiados que llegaron con el programa de reasentamiento, y la representación del refugiado hiperreal presente en su planificación y en la comunicación de la iniciativa, se cristaliza en la articulación de dos polos de sentido: por una parte, el refugiado como sujeto de tutela y, en segundo término, el refugio como acto de conversión. Durante el desarrollo del PRFOSU el sentido atribuido a los refugiados transmuta en un inmigrante ideal, caracterizado como: agradecido, trabajador, austero y bien dispuesto a ocupar a la mayor brevedad posible- su lugar de ciudadano uruguayo.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This article analyzes a Resettlement Plan for Syrian Families in Uruguay (PRFOSU) created by the Uruguayan government between August 2014 and December 2015. This article talk about the process by which the representation of a hyperreal refugee takes place and how this was decisive in the future of the plan and its cancellation. The ethical hologram build in the process involved the blurring and even the suspension of the constitutive characteristics of the refuge itself. On one hand, hindering the right to return, and the maintenance of their identity of origin and a cultural belonging. On the other hand, questioning the stories of violence and violation of rights around the humanitarian crisis that makes international protection necessary. The distance between the concret people, the refugees who arrived with the resettlement program, and the representation of the hyperreal refugee present in the initiative, crystallize in the articulation of two extreme categories of meaning: the refugee as subject of guardianship and, secondly, the refuge as an act of conversion. During the development of the PRFOSU the sense attributed to the refugees transmutes into an ideal immigrant, characterized as: grateful, hardworking, austere and well-disposed to occupy - as soon as possible - his place as a Uruguayan citizen.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo O presente artigo analisa um programa de reassentamento para famílias de origem sírio em Uruguai (PRROSU) implementado pelo governo uruguaio entre agosto de 2014 e dezembro de 2015. Abordaremos o processo pelo qual a representação do refugiado hiperreal é produzida em relação ao seu público alvo - famílias de origem sírio já refugiadas no Líbano - e como esa representação foi decisiva no cancelamento do programa. O holograma ético construído nesse processo, significou o embasamento e até a suspensão das caraterísticas constitutivas da condição de refúgio. De um lado, impediu o direito ao retorno, e portanto ao mantenimento da identidade de origem e a uma pertença cultural. Do outro, pondo em questão as histórias de violência e vulneração de direitos em torno a crise humanitária que fez necessária a proteção internacional. A distância entre as pessoas concretas, os refugiados que chegaram através do programa de reassentamento, e a representação do refugiado hiper real presente no seu planejamento, cristalizaram na articulação de dois eixos de sentido: o refugiado como sujeito de tutela e o refúgio como ato de conversão. Ao longo da implementação do programa o sentido dado aos refugiados transmuta no de um imigrante idealizado, caraterizado como trabalhador, austero, e prestes a ocupar - o mais cedo possível- seu espaço enquanto cidadão uruguaio.]]></p></abstract>
