A través del análisis de este momento de diálogo Norte-Sur al más alto nivel diplomático y científico, se argumenta que las elites latinoamericanas contribuyeron en términos intelectuales a las ciencias incluidas en el Congreso. Y, mediante ellas, tanto al desarrollo de las relaciones de sus países con Estados Unidos como a la construcción de un estándar panamericano iniciada en las décadas anteriores y con proyección en los siguientes años. Basándose en documentos y registros de este Congreso conservados por el Archivo Nacional de Estados Unidos y en el análisis de la literatura existente, se muestra que el panamericanismo no solo fue un instrumento vertical de política exterior estadounidense, sino que un espacio de interacción en el que científicos latinoamericanos ejercieron un rol activo. Este estudio de caso también demuestra que este encuentro internacional reflejó el papel hegemónico que la administración de Franklin Délano Roosevelt desempeñó en las relaciones interamericanas al inicio de la Segunda Guerra Mundial mediante su política del «Buen Vecino».]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: This article examines the history of the Eighth American Scientific Congress, held in Washington, D.C., in May 1940. The event brought together diplomats and scientists from the United States and various Latin American countries for several days in the U.S. capital. Through an analysis of this moment of North-South dialogue at the highest diplomatic and scientific levels, the article argues that Latin American elites contributed intellectually to the sciences represented at the Congress, and through them, to both the development of their countries&#8217; relations with the United States and the construction of a pan-American standard initiated in previous decades and projected into the years ahead. Drawing on documents and records of this event preserved by the U.S. government and on the analysis of existing literature, the study shows that pan&#8209;Americanism was not only a vertical instrument of U.S. foreign policy but also a space of interaction in which Latin American scientists played an active role. This case study further demonstrates that the international meeting reflected the hegemonic role exercised by Franklin D. Roosevelt&#8217;s administration in inter&#8209;American relations at the onset of World War II through its &#8220;Good Neighbor&#8221; policy.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo: Este artigo examina a história do Oitavo Congresso Científico Americano realizado em Washington, D.C., em maio de 1940, um caso de &#8220;diplomacia da ciência&#8221; ocorrido no marco da política do &#8220;Bom Vizinho&#8221;, que reuniu durante vários dias diplomatas e cientistas dos Estados Unidos e de diversos países latino-americanos na capital norte-americana. Por meio da análise desse momento de diálogo Norte-Sul no mais alto nível diplomático e científico, argumenta-se que as elites latino-americanas contribuíram intelectualmente para as ciências incluídas no Congresso e, através delas, tanto para o desenvolvimento das relações de seus países com os Estados Unidos quanto para a construção de um padrão pan-americano iniciado nas décadas anteriores e projetado para os anos seguintes. Com base em documentos e registros desse Congresso preservados pelo Arquivo Nacional dos Estados Unidos e na análise da literatura existente, demonstra-se que o pan-americanismo não foi apenas um instrumento vertical da política externa norte-americana, mas também um espaço de interação no qual cientistas latino-americanos desempenharam um papel ativo.
