Para ello, se analiza primero la historia de la fuerza policial, desde sus orígenes en 1829 hasta los más recientes esfuerzos de modernización en el siglo XXI. También se analizan sus actuales arreglos institucionales, estrategias, capacidades y relaciones con la ciudadanía. En este sentido, la policía uruguaya suele ser considerada un caso atípico en América Latina debido a una serie de reformas institucionales y operativas que fueron elogiadas en múltiples ocasiones por organismos internacionales. A pesar de ello, los esfuerzos de modernización vinieron acompañados de un aumento drástico del crimen y la violencia, lo que ha puesto en tela de juicio estos esfuerzos y ha dejado en el aire la dirección de los cambios futuros.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: This chapter gives a general overview of policing in Uruguay with a particular focus on the Uruguayan National Police, the most important security actor in the country. To this end, we examine the history of the police force from its origins in 1829 to its recent modernization efforts in the 21st century. Also reviewed are its current institutional arrangements, strategies, capacities, and relations with the public. In this respect, the Uruguayan police is often considered an outlier in Latin America due to a series of institutional and operational reforms that were praised on multiple occasions by international organizations. However, along with recent modernization efforts came a drastic increase in crime and violence, which has called these efforts into question and left the direction of future changes in the air.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo: Este trabalho fornece uma visão geral da Polícia Nacional do Uruguai, o ator mais importante do país em termos de segurança. Para isso, analisa-se primeiramente a história da força policial, desde suas origens em 1829 até os mais recentes esforços de modernização no século XXI. Também são analisados seus atuais arranjos institucionais, estratégias, capacidades e relações com os cidadãos. Nesse sentido, a polícia uruguaia é frequentemente considerada uma exceção na América Latina devido a uma série de reformas institucionais e operacionais que foram elogiadas em várias ocasiões por organismos internacionais. Apesar disso, os esforços de modernização foram acompanhados por um aumento dramático do crime e da violência, questionando esses esforços e deixando no ar a direção de mudanças futuras.]]></p></abstract>
