Este artículo analiza la oferta de aplicaciones móviles orientadas a esa interacción en cinco países de América Latina: Argentina, Chile, Colombia, Costa Rica y México. A partir de la caracterización de 133 aplicaciones, se identifican los principales tipos, los actores involucrados en su producción y los niveles de participación ciudadana que estas habilitan. Los resultados muestran que la oferta se inscribe predominantemente en el paradigma del gobierno electrónico más que en el gobierno abierto. Las aplicaciones se orientan en su mayoría a informar y reportar, con ausencia de niveles superiores de participación; aunque pueden habilitar técnicamente servicios esto necesariamente se traduce en cambios en las organizaciones y capacidad de respuesta institucional; y hay una dependencia de infraestructuras y servicios provistos por corporaciones tecnológicas transnacionales, con menor presencia de software libre. De este modo, el artículo contribuye a la discusión sobre el papel de las tecnologías digitales en la promoción de la participación ciudadana en América Latina.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo Em um contexto de crescente afastamento da política formal e de desafecção em relação à vida pública, as tecnologias da informação e da comunicação -em particular a telefonia móvel- se apresentam como ferramentas potenciais para fortalecer os vínculos entre governos e cidadania. Este artigo analisa a oferta de aplicativos móveis voltados a essa interação em cinco países da América Latina: Argentina, Chile, Colômbia, Costa Rica e México. A partir da caracterização de 133 aplicativos, identificam-se os principais tipos, os atores envolvidos em sua produção e os níveis de participação cidadã que estes habilitam. Os resultados mostram que a oferta se inscreve predominantemente no paradigma do governo eletrônico, antes do que no do governo aberto, caracterizado pela participação ativa e pela colaboração da cidadania na tomada de decisões. A análise identifica três tensões: entre os níveis de informação e reporte que predominam na oferta analisada e os níveis superiores de participação e co-decisão que os princípios do governo aberto demandam; entre o que os aplicativos habilitam tecnicamente e a capacidade de resposta institucional que deveria sustentá-los, o que revela a dimensão organizacional -e não apenas tecnológica- desses processos; e entre a dependência de infraestruturas e serviços providos por corporações tecnológicas transnacionais e os princípios de soberania tecnológica, dados abertos e software livre. Desse modo, o artigo contribui para a discussão sobre o papel das tecnologias digitais na promoção da participação cidadã na América Latina.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract In a context of growing disengagement from formal politics and disaffection toward public life, information and communication technologies -particularly mobile telephony- are presented as potential tools for strengthening the relationship between governments and citizens. This article analyzes the supply of mobile applications aimed at this interaction in five Latin American countries: Argentina, Chile, Colombia, Costa Rica, and Mexico. Based on the characterization of 133 applications, the main types, the actors involved in their production, and the levels of citizen participation they enable are identified. The results show that the supply is predominantly aligned with the e-government paradigm rather than with that of open government, which is characterized by active citizen participation and collaboration in decision-making. The analysis identifies three tensions: between the levels of information and reporting that predominate in the applications analyzed and the higher levels of participation and co-decision that open government principles demand; between what the applications technically enable and the institutional response capacity that should sustain them, revealing the organizational -and not merely technological- dimension of these processes; and between the dependence on infrastructure and services provided by transnational technology corporations and the principles of technological sovereignty, open data, and free software. In doing so, the article contributes to the discussion on the role of digital technologies in promoting citizen participation in Latin America.]]></p></abstract>
