El primer objetivo es explicar la escasa relevancia que adquirió la problemática en la agenda política uruguaya, así como las decisiones políticas que le siguieron y culminaron en la Ley de Tenencia Responsable de Armas de 2014. Para ello se aplica el marco de corrientes múltiples de John Kingdon (1995) y se adoptan modificaciones recientes al msf que introducen variables adicionales al análisis. La evaluación del marco teórico en el contexto uruguayo supone el segundo objetivo del estudio. A pesar del desafío, el marco de corrientes múltiples (Multiple-Streams Framework, msf, por sus siglas en inglés) y sus modificaciones permitieron decodificar los cambios en cuestión e identificar los principales factores que los explican.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: This research adopts theories of the policy process to study changes in gun control policies in Uruguay. The first goal is to explain the little relevance of the gun problematic in the Uruguayan political agenda, as well as the policy decisions that followed and gave way to the 2014 Responsible Firearm Ownership Law. For this purpose, we resort to John Kingdon&#8217;s (1995) Multiple Streams Framework and adopt a series of modifications that bring additional variables into the analysis. The evaluation of the conceptual framework in the Uruguayan context supposes the second goal of this research. Despite the challenge, the msf and its modifications were able to decode the studied changes and identify the main factors that explain them.]]></p></abstract>
