Uruguay ha avanzado en torno a los procesos de gestión del acceso a la información pública mediante la aprobación de una ley de transparencia en el año 2008, un posterior decreto reglamentario y una agencia de gobierno pendiente de su ejecución. Sin embargo, el cumplimiento de la normativa no ha tenido el impacto que se esperaba, particularmente en los gobiernos departamentales. A partir de los niveles de cumplimiento de transparencia activa el artículo avanza en una lectura de carácter neo-institucionalista respecto al magro desempeño que estos gobiernos han tenido en el período sobre el acceso a la información pública y la brecha de implementación respecto al resto de organismos.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: This article aims to describe the state of transparency of local governments in Uruguay in the period 2013-2016. Uruguay has made progress in the management of access to public information through the approval of an Access Law in 2008, a subsequent regulatory decree, and a pending government agency. However, compliance with the transparency law has not had the expected impact on local governments. From the levels of compliance with active transparency, the article advances in a neo-institutionalist reading regarding the poor performance that these governments have had in the period on access to public information.]]></p></abstract>
