En las últimas décadas, esta disciplina tuvo un desarrollo importante en el mundo e incipiente pero progresivo en nuestra región. Uno de los desafíos metodológicos que enfrenta es la incorporación al proceso de evaluación de los distintos actores involucrados. Este trabajo se centró en la descripción de las diferentes estrategias de participación social implementadas en relación a la ETS en países seleccionados de la región, Argentina, Brasil y Chile, en vistas a definir posibles estrategias para nuestro país. De lo analizado, a partir de la información de las instituciones públicas encargadas de la ETS y de los relatos de informantes claves, surgen elementos a tomar en cuenta en nuestro país. Por un lado, está prevista la participación social en la integración de las instituciones de ETS en los tres casos analizados. Asimismo, la participación está prevista en las distintas etapas del proceso de evaluación y finalmente son múltiples los esfuerzos que se realizan para traducir los informes de ETS a un lenguaje comprensible para la población general. Sin embargo, en la región persisten obstáculos desde el punto de vista de la legitimidad de la participación en ETS que son identificados claramente, aun por los responsables de las instituciones que han desarrollado experiencias más exitosas.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The evaluation of health technologies (HTE) assesses the impact of the use of so-called health technologies in a broad sense when incorporated into health systems or services. In recent decades, this discipline has seen significant development worldwide and incipient but progressive growth in our region. One of the methodological challenges it faces is the incorporation of various stakeholders involved in the evaluation process. This work focused on describing the different strategies for social participation implemented in relation to HTE in selected countries in the region: Argentina, Brazil, and Chile, with a view to defining possible strategies for our country. From the analysis, based on information from public institutions responsible for HTE and accounts from key informants, elements emerge to be considered in our country. On one hand, social participation is planned in the integration of HTE institutions in the three analyzed cases. Additionally, participation is anticipated in the different stages of the evaluation process, and numerous efforts are made to translate HTE reports into a language understandable to the general population. However, obstacles persist in the region regarding the legitimacy of participation in HTE, which are clearly identified even by those responsible for institutions that have developed the most successful experiences.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo A avaliação de tecnologias em saúde (ATS) valoriza o impacto que a utilização das chamadas tecnologias em saúde, em sentido amplo, produz em sua incorporação aos sistemas ou serviços de saúde. Nas últimas décadas, essa disciplina teve um desenvolvimento importante no mundo e um crescimento incipiente, mas progressivo, em nossa região. Um dos desafios metodológicos que enfrenta é a incorporação ao processo de avaliação dos diferentes atores envolvidos. Este trabalho se concentrou na descrição das diferentes estratégias de participação social implementadas em relação à ATS em países selecionados da região: Argentina, Brasil e Chile, com o objetivo de definir possíveis estratégias para o nosso país. A partir da análise, com base nas informações das instituições públicas responsáveis pela ATS e nos relatos de informantes-chave, surgem elementos a serem considerados em nosso país. Por um lado, está prevista a participação social na integração das instituições de ATS nos três casos analisados. Além disso, a participação está prevista nas diferentes etapas do processo de avaliação e, finalmente, são numerosos os esforços realizados para traduzir os relatórios de ATS em uma linguagem compreensível para a população geral. No entanto, na região, persistem obstáculos do ponto de vista da legitimidade da participação na ATS, que são claramente identificados, mesmo pelos responsáveis pelas instituições que desenvolveram as experiências mais bem-sucedidas.]]></p></abstract>
