En Uruguay, en el año 2007, se creó la Unidad Nacional de Seguridad Vial (UNASEV) con la meta de consolidar políticas nacionales de seguridad vial y su promoción a través de leyes de implementación nacional.  Objetivo:  analizar el impacto del conjunto de nuevas leyes de seguridad vial redactadas y sancionadas en el período 2007-2010 sobre la mortalidad por siniestros de tránsito en Uruguay en el período 2011-2015.  Método:  estudio retrospectivo descriptivo. Analizamos el cumplimiento de las leyes de tránsito aprobadas durante el período 2007-2010 y su impacto en la mortalidad en el período 2011-2015. Se tomaron tres de las medidas que actúan directamente sobre los factores de riesgo más comúnmente identificados en los siniestros de tránsito: alcohol, velocidad y utilización del casco.  Discusión:  entre los años 2011 y 2015 la mortalidad media se ubicó en 16 cada 100.000 habitantes. En 2015, la tasa de mortalidad fue la más baja del período habiendo descendido desde 17,4 en 2011 a 14,6 en 2015. En el período 2007-2010, previo a la implementación de las medidas de la UNASEV, la tendencia era ascendente siendo el número de muertes por siniestros de tránsito de 465 en el año 2007 y de 556 en el año 2010. Esta tendencia se vio interrumpida justamente a partir del año 2011.  Conclusión:  si bien existe un ascenso del parque automotor, del consumo de combustibles y del ingreso de turistas, la mortalidad por siniestros de tránsito en el período 2011-2105 mostró un descenso, resultado que pensamos está directamente vinculado con el control activo de los factores de riesgo a través de las nuevas leyes implementadas y generadas por la UNASEV.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract:  Introduction:  road traffic deaths are the eighth cause of death globally and the leading cause of death between the ages of 15 to 29. The National Road Safety Unit was created in Uruguay in 2007, with the aim of consolidating national road safety policies as well as promoting them through laws.  Objective:  to analyze the impact of road traffic laws drafted and passed in Uruguay during 2007-2010 on road traffic deaths between 2011 and 2015.  Methods:  this is a descriptive and retrospective study. We analyzed fulfillment of road traffic laws passed between 2007 and 2010, and their impact on mortality between 2011 and 2015. The study considers three measures that directly affect the risk factors frequently involved in road traffic deaths, such as alcohol, speed and use of helmet use.  Discussion:  16 deaths every 100.000 inhabitants was the average death rate between 2010 and 2015. Death rate in 2015 was the lowest in the period, dropping from 17.4 in 2011 to 14.6 in 2015. In the period from 2007 to 2010, prior to the approval of the road traffic law, the death rate had an ascending curve, accounting for 465 deaths in 2007 and 556 deaths in 2010. This growth rate was interrupted in 2011.  Conclusion:  although between 2011 and 2015 there was an increase in vehicle fleet, gas uptake and tourist income, the road traffic death rate has decreased. We believe this figure is directly associated with new laws created and controlled by UNASEV, which have an active control in road traffic deaths risk factors.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo:  Introdução:  os acidentes de trânsito são a oitava causa de morte no mundo e a primeira entre as pessoas com idade entre 15 e 29 anos. Em 2007 foi criada no Uruguai a &#8220;Unidad Nacional de Seguridad Vial - UNASEV&#8221; (Unidade Nacional de Segurança Rodoviária) com o objetivo de consolidar políticas nacionais de segurança rodoviária e de promovê-las através de leis implementadas em todo o território nacional.  Objetivo:  analisar o impacto das novas leis de segurança rodoviária redigidas e sancionadas no período 2007-2010 sobre a mortalidade por acidentes de trânsito no Uruguai no período 2011-2015.  Métodos:  estudo retrospectivo descritivo. Analisamos o cumprimento das leis de trânsito aprovadas durante o período 2007-2010 e seu impacto sobre a mortalidade por acidentes de trânsito no período 2011-2015. Estudamos três medidas que agem diretamente sobre os fatores de risco mais frequentemente identificados nos acidentes de trânsito: álcool, velocidade e uso de capacete.  Discussão:  entre 2011 e 2015 a mortalidade media era 16 por 100.000 habitantes. Em 2015 a taxa de mortalidade foi a mais baixa do período passando de 17,4 em 2011 a 14,6 em 2015. No período 2007-2010, antes da implementação das medidas da UNASEV, a tendência era crescente sendo 465 o número de mortes por acidentes de trânsito em 2007 e 556 em 2010. Esta tendência foi interrompida justamente a partir de 2011.  Conclusão:  embora fosse observado um aumento na quantidade de veículos, do consumo de combustíveis e do ingresso de turistas, a mortalidade por acidentes de trânsito no período 2011-2105 diminuiu, resultado que pensamos esteja diretamente vinculado com o controle ativo dos fatores de risco, através das novas leis implementadas e criadas pela UNASEV.]]></p></abstract>
