Strategic lawsuits against public participation (SLAPP) are a recent phenomenon aimed at harassing and censoring human rights activists, as well as journalists, independent media outlets, whistleblowers, and other individuals engaged in civil society and matters of public interest. Their use has prompted the adoption of national protection mechanisms in various parts of the world. Notably, the recent European Directive No. 1069/2024 represents the first international regulatory framework. In 2021, the Inter-American Court of Human Rights referenced the concept of SLAPP for the first time in its history in the ruling of the case Palacio Urrutia et al. v. Ecuador. The rise in strategic lawsuits and high levels of judicial harassment call for a fresh approach, aimed at establishing new regional protection standards and ensuring the consistency of state obligations
