This paper contributes to the state of knowledge progress about legal, institutional and social issues in connection with environmental management in the Lujan River basin. A qualitative research will be adopted: legal and jurisprudential analysis of ecosystem services, of public documents and of national circulation graphics and the implementation of citizen´s polls. We can conclude that in this area there is a fragmented legal-institutional scenario, regulatory overlap and of jurisdictions and competences. In this context, regulations of lower hierarchy - municipal ordinances - are the ones which incorporated the ecosystem approach more deeply in their own texts. In connection with the social perceptions of the ecosystem services, the analysis of newspapers showed that they are scarcely visible, and mainly associated with the activities performed by local environmental groups.
