In this article we analize the concept of legal discretionality as proposed by the national administrative doctrine and the notion of "undefined legal concepts" proposed by García de Enterría. We also analize the developments of Contemporary Legal Theory to determine if Garcia de Enterría's proposal is accurate to explain the way this concepts are used by the administrative authority.
