In the last decade, from the concern for combating fake news and disinformation processes, various international recommendations have emerged that seek to alert the population and provide recommendations to deal with this phenomenon. A proposal for information and media literacy guidelines in contexts of disinformation processes is made, taking these advances as an input. As the same time these guidelines have a particular context and are located in a Latin American perspective. Also in this work, it is reported the process carried out for the design of the proposal, which includes the accumulated work within the framework of the Uruguayan Environment Observatory. The guidelines are grouped into four categories: information skills; media skills; interpersonal skills and skills for the strengthening and enjoyment of rights. They constitute a theoretical abstraction for the purpose of ordering the proposal, but in several cases the competencies are interconnected. From the presentation and dissemination of the guidelines, it is expected to contribute to society with some tools to combat misinformation with the aim of building a more tolerant and informed society, in terms of equality and respect for human rights.
