Uruguay, like more than 190 member countries, has signed the UNESCO Open Science Recommendation that was approved in November 2021. Open Science is an ecosystem of interconnected processes built on different movements, Open Access, Open Data, Code Open, and Reproducible Open Research, among others, whose objective is to make scientific research, data and dissemination accessible and inclusive at all levels of society.
The implementation of Open Science policies requires careful balancing of their costs and benefits. The experiences of some countries appear to be successful, although the feasibility of some aspects raises doubts in the scientific community. The countries of the Global South have an opportunity to position themselves and benefit from this transition, but they must be one step ahead and be part of its construction.
In this work, the main concepts for the implementation of an Open Science system are reviewed, and some considerations are made about the current scientific evaluation system with a future perspective. Finally, some difficulties the countries of the Global South may face are evaluated and possible solutions are proposed.
