Opening the research agendas to the problems, demands and knowledge needs of society implies participation and open collaboration between the academic community and non-academic actors. This imposes a set of challenges for policies to encourage open research and its evaluation. Based on the experience of the University of the Republic of Uruguay, the ways in which university policies to encourage research in all areas of knowledge and artistic and cultural creation contribute to the development of open processes of research are described and analyzed. production and socially valuable use of knowledge. In addition, it reflects on the specific characteristics of the evaluation processes involved in the selection of open research proposals and on the challenges to expand the scope of university policy in shaping open research agendas, participatory and in dialogue with all stakeholders interested in research results and explored solutions. This work contributes knowledge about the university experience of open science, in particular about the promotion of open research agendas.
