The characterization of jus cogens rules, starting from their mention in the Vienna Convention, will be the initial step to give not only to the system of general international law with juridical value, but will also have a great doctrinal value and a transformation on the importance of these rules, not only as an illicit object in an international treaty, but as one of the innovations and great contributions to international law in the twentieth century, which, from its crystallization in the Vienna Convention, will open doors for its study and individualization. Our Uruguayan internationalists will contribute from their vision, doctrinal value on the rules of jus cogens.
