The concept of ethics in the Uruguayan Legal Doctrine and Positive Law is thoroughly analysed as well as the principles and legal standards which are raised in the International Conventions against the corruption ratified by Uruguay in the light of the new Code of Ethics in the Public Service which was passed by the Law number 19.823 dated 18th September, 2019.

It strives for pointing out the phenomenon of corruption scourge as one which hits all modern societies, especially the Public Administrations. At the same time, the essential principles that stem from the Constitution and the new Code of Ethics are studied providing an interpretation which ease the effective application and compliance of them in the field of the Uruguayan Public Administration.
