This article aims to evaluate the historical changes that have occurred in the practice of trafficking in persons, by analyzing the existing criminal types, as well as the international agreements to which Brazil is a party. This study had as a research methodology, in addition to a bibliographical analysis of law 13344/2016, case studies, with emphasis on Operation Salve Jorge, since the exposition of the concrete case makes palpable the analysis of the common character of the victims and of the enticers, making it possible to understand the reasons that lead them to submit to trafficking. As a result, most of the victims are subordinated to the criminal act, believing in the opportunity of a new form of employment, accepting the proposals offered in search of better economic conditions, a fact that explains, for the occurrence of most of the flows of trafficking in persons from countries with the worst economic conditions, destined to countries with better economic conditions.
