The recent growth of worldwide Internet coverage, based on smart phones and ubiquitous access, has allowed an unimaginable amount of people to connect to the net. The power of tools and services available generated opportunities both in communications and on-line business which evolved faster than States can assume, recognize and regulate. Technology and services that support a great part of society’s recent evolution is alien to States themselves, residing in global companies. Corporate commercial decisions compete with the concepts usually accepted of freedom, control and exercise of Sovereignty. After the first decade of the 21st century, States are pervaded with technology, services and opportunities. They are not prepared to face the challenge. From several points of view, their Sovereignty is being infringed.
