Abstract

The policy of geographic decentralization developed by the Universidad de la República since 2007 was promoted from an overview that defined broad objectives, such as the consolidation of its presence in the interior of the country, aiming the generalization of higher education. Its implementation took place on a multi-campus local level and was based on the definition of Tertiary Education Regional Programs, the creation of new undergraduate programs and the establishment of research groups. An analytical view of this process is presented for the Northeast region of Uruguay, from 2007 to 2017. The products generated are described and the implementation at the level of each headquarters is analyzed considering the weight of the previous trajectory, the context and the implementation strategies. The approach was based on research and analysis of data, documents and interviews with the main actors. The description shows a growth with nuances, both in the products generated and in the processes of the three headquarters in the region, resulting in different profiles. The trajectory of the variables, the context and the implementation strategy operated the process in a complex way and explain the differentiation of this profile.
