Abstract

This article discusses the change of the admission policy to the Agronomic and Forestry Engineering careers at the National University of La Plata, Argentina, from the 2015 reform of the Higher Education Law, in the closing stages of the Cristina Fernández de Kirchner administration. In particular, we analyze the modification of some articles of the new national legislation that establishes that institutional admission strategies must not be selective, exclusive or discriminatory in nature. The study reconstructs the dynamics of the change process from the perspective of the institutional actors, investigating the local proceedings of that policy. Specifically, it analyzes the dynamics of change and continuity that were developed in relation to the Income Strategy and the first year, the conflicts, tensions and resistances present in the implementation of those policies as of the modification of the law in 2015 and an attempt at local reform in 2013.

In order to reconstruct these perspectives, data from different sources were triangulated: institutional income documents, university regulations, in-depth interviews with key informants and student surveys. Finally, conclusions are linked to the implementation of changes in university organizations.
