Abstract

This Ecuador case study seeks to demonstrate the complexity of managing an educational reform to implement profound changes at various levels and in core aspects of public education systems in the modality of "whole system reform" characterized by Michael Fullan. For this, it is necessary to have an explicit medium and long-range vision and maintain it over time to achieve a positive and direct impact on different variables of interest to all countries: coverage, efficiency, quality, and equity. The analysis becomes relevant because, based on analysis frameworks of situational planning and complexity sciences, referring to how to manage general education reforms, it presents evidence of a case in which government management has managed to initiate widespread substantive changes.
