Resumen

In view of the global emergency due to COVID19 and the consequent precariousness in all dimensions of life, which enhances the restriction of the exercise of rights and the structural inequality of broad sector of the population, the differential impact of austerity policies is analyzed in early childhood, a sector that has historically been invisible in the political and social agenda of Mexico, although it is the age range in which poverty and social deprivation such as access to social security most impact.

The analysis is based on the documentation of studies, official evaluations and prospective studies, both national and international in the last five years, so that changes can be traced in the indices of well-being and rights of the smallest, in correlation with the changes and budget reductions, as well as to the dismantling and institutional precariousness of comprehensive care strategies although conditioned with very limited coverage.

These data are contrasted with the recognition of children as holders of rights and in agreement with the formal progress in the Constitution and the structuring of a National System of Integral Protection of Children and Adolescents, as well as the commitments made with the signing of various International Conventions that oblige the State to fully guarantee these rights and to show progress through a forthcoming report to the UN Committee on the Rights of the Child at the end of this year.
