Abstract

We aim to describe the several actors and their position related to Paraná-Paraguay Hydroway’s new public concession contract. We analyse the debate about Parana-Paraguay Hydroway considering the position of a strong public-private coalition, which aimed to consolidate the current model and operating condition of the Hydroway and has deployed defensives strategies for facing several demands proposed by a variety of public and private actors, who aim to modify this public policy. We based the analysis on Hydroway’s Federal Council’s documents. Hydroway’s Federal Council is a participative instance created by the Federal Government to discuss jointly with civil society issues related to the new administration of Paraná-Paraguay Hydroway.
