Abstract

BERTONI, Reto; DAVYT, Amílcar  and  STUHLDREHER, Amalia. Uruguay in times of pandemic Technical knowledge, public policies and governance. Rev. Urug. Cienc. Polít. [online]. 2022, vol.31, n.2, pp.7-34.  Epub Dec 01, 2022. ISSN 0797-9789.  https://doi.org/10.26851/rucp.31.2.1.

The forms of articulation between technical-academic knowledge and political systems have been variable in different contexts, areas and periods; the covid-19 pandemic has challenged those forms. In Uruguay, political-academic relations generated alternative governance configurations, with novel institutional forms, such as the Honorary Scientific Advisory Group to the Presidency of the Republic, and more fluid informal interactions between academics from various institutions. Based on documents and interviews with key informants, the configuration and subsequent reconfiguration of these new modalities is analyzed, considering actors and factors that determine them, as well as conditioning factors and limitations. Plausible hypotheses are advanced to understand the rise and fall of the governance scheme set up to face covid-19 in the country.

Keywords : Covid-19 pandemic; Governance; Uruguay; Academy and Politics.
