Abstract

Two areas of national policies regarding national modernization are examined: full social and political inclusion for people with disability, and the access to public information. An evaluation of the Servicio Nacional de Discapacidad (senadis) in Chile is presented, specifically, assessing the Portal de Transparencia, from the perspective of volunteers with visual impairment, considering the compliance with the technical standards of accessibility and the legal requirements of transparency. Lack of independent access was detected in the areas of perceptibility and comprehensibility of the formats employed, and in the field of public information, as well as a lack of active transparency and accessibility problems of specific contents, causing difficulties for people with visual impairment to exercise their political citizenship.
