Summary:

The objective of this article is, first, to summarize the revolutionary context in which the summon and celebration of the Constituent Congress of 1916-1917 took place in Mexico and, second, to present the problematic and the diverse sources that gave rise to the rupture with the Liberal Constitution of 1857 in two fundamental subjects: individual guarantees and social rights; and, reformulation of the balance of powers, which were adopted through the approval of political-institutional changes in the system of checks and balances.
