The Constitution of 1918 is a founding piece of Uruguay’s pluralist democracy, because it established the basic rules of the national political civilization and also because it emerged from a pact that consolidated the prominence of parties and sought a “permanent peace”. The article 100 of thatcarta magnaestablished a principle of autonomy for the economic and social services of the State. This autonomy was restricted in the Constitutions of 1934 and 1967, but still remains in force and draws a distinctive model of public management, linking a pattern of specialization with a pluralist premise, which moderates the concentration of powers in the Executive branch. One hundred years later, the central government has reinforced its power resources. Nevertheless, it must assert them through the filters of “autonomous decentralization” and party politics.
