One of the recent discussions about social policy revolves around the scope and limitations of the community-based approach and social participation. In response to the decentralization and encouragement of community-based strategies shift of public policies, several critiques have been proposed regarding the simplification its implementation. The objective of this paper is to describe participatory decision-making processes aimed at addressing the needsina neighbourhood, analysing two Local Management Groups of the Integral Approach Plan in Buenos Aires Conurbation, Argentina (2013-2014), employing an ethnographic strategy. The analysis of both cases shows that decision-making is influenced by negotiation and legitimation processes, submission bonds, and fragmented perspectives of the Plan, which condition the definition of the need of the neighbourhood.
