Abstract

The article analyzes policy changes occurred in the Uruguayan welfare system during the two administrations led by the Frente Amplio (2005-2013). The document points out that the reforms implemented in several policy areas such as labor, social security, health and social assistance have had positive results in terms of incorporation of large portions of the population into the system. It also states that these reforms have led to the consolidation of a dual structure in the welfare system. On the one hand, a contributory system of social care for formal workers and on the other hand, a public component based on social assistance which covers the rest of the population. Stratification in the quality of social protection also occurs within the contributory scheme, a feature already present in the country's welfare system.
