Abstract

In this article we examine the social policy shift in Brazil in recent years and the consequent transformation of society it engendered. Analysing the tax system, the labor market, social security, and health and income transfer programs, we argue that the Brazilian government has taken important initiatives to give facticity to aspirations and expectations regarding the effective participation of groups that played hitherto a passive role in political life. Although activating a "social sensitivity threshold" concerning inequalities, these iniciatives form a weak foundation for the construction of social policy, as they emerge uncoupled from the dynamics of protection relevant to the labor market and social security.
