Abstract: This article discusses the distinctive aspects of the Mexican Welfare Regime. It analyzes its trajectory and its historical legacies, that challenge and set limits for any attempt to realize major structural reforms. This regime is examined along three different historical moments. Emphasis is set in the reforms occurred during the past 20 years, oriented to liberalize social protection. Although the regime has been partially commodified and its noncontributory pillar, designed to protect the poorest and excluded, has been strengthened, the authors argue that it would be a mistake to regard it as a liberal regime. Instead, they claim that the clash between the liberal reforms and the old dualistic inertia has deepened the segmentation and stratification that characterize it.
