Abstract

The goal of this research is to describe the ‘State capabilities system’ of Uruguayan decentralized state-owned company ‘Administración de las Obras Sanitarias del Estado’ (OSE) -water supply and sanitation services-, attempting to judge if the constitutional mandate concretion for participative management of water, established by the plebiscite of the year 2004 was actually fullfilled. It elucidates under which institutional designs of «governance» social participation prescript by ‘Water Reform’ has taken place, taking into account that the two sets of rules mandated by this reform -‘exclusively state management’ and ‘societal-participative management’- are not easily compatible. It formulates the configuration of a hybrid management model, to be analyzed through the capabilities for social participation, developed by OSE.
