Abstract: This paper discusses the reform of public housing area in Uruguay under the imprint of managerialism. There are two impulses for change. One in 1991, embedded in a current state of liberal reform, where we analyze its orientation, structure and causes that led to his failure as a model. In contrast, a second pulse of managerialist cut in 2008, successful in the context of a leftist government agency creates a figure for routing policies and policy strategies. The analysis looks at institutional restructuring, their implementations, actors and model results.
