Abstract: Star program of the first government of Frente Amplio, the Ceibal plan turned 6 years of existence in May 2013. The implementation of this program overturned the traditional logics of conducting public policy in Uruguay. Delegating the management of the program to LATU, Vázquez government privileged pragmatism over consensus and applied a bypass strategy against the two main institutional educational actors, the MEC and the ANEP. Influenced by historical institutionalism, this research explores the reasons of change in public action from a perspective very well established in French political science: the cognitive approach -or role of ideas- of the different actors involved. In this context there are at least two different référentiels ─or paradigms─ in contestation: the technologic approach of the engineers of LATU and the republican one shared by teachers and educators
