Abstract

FARENZENA, Nalú. The intergovernamental relations in Brasilian basic educational policies: the federal assistence to states and municipalities in focus. Rev. Urug. Cienc. Polít. [online]. 2012, vol.21, n.1, pp.183-202. ISSN 1688-499X.

It is discussed the role of Federal Government in financing Brazilian basic education through actions of financial assistance to states and municipalities. The performance of the Federal Government is contextualized in institutional arrangements that delimitate governmental and intergovernmental cooperation responsabilities, and also are characterized policies for financial assistance to subnational governments, the benefits allocated and the criteria for allocation. Although there have been advances in defining the criteria for transfer and redistribution of resources, the amount spent by the Federal Government in basic education is considered reduced before the challenges of ensuring more equity and quality in education and the differential capacity of education funding from local governments
