Abstract

CARDARELLO, Antonio. Many doubts, some certainties and little enthusiasm: The 2010 municipal elections in Uruguay. Rev. Urug. Cienc. Polít. [online]. 2011, vol.20, n.1, pp.63-94. ISSN 1688-499X.

This paper presents a description of the electoral system implemented for the election of municipal authorities recently established in the decentralization and citizen participation law. Beyond the motivations that led to its implementation, it is interesting to analyze some of the effects that the new electoral system had on local political competition. The paper presents a brief summary of the election results in 2010, paying particular attention to the level of political competition fragmentation and to the political cohabitation of different parties in the departmental and municipal governments. Finally, it presents some explanations regarding the high levels of blank and null voting
