Abstract: The Uruguayan political system has historically been characterized by its low capacity to approve structural reforms in the health care sector during democratic periods, particularly during the post dictatorship. However, in this "hostile" environment, the Frente Amplio managed to pass the law that determined the construction of an Integrated National Health Care System. This article will explore the institutional and political conditions that allowed the reform, while also trying to understand the coalition that gave support to this proposal, and how this proposal interacted with similar initiatives developed by other health care actors. The findings suggest precisely that this "sui generis" construction of the reform that incorporated the interests of many of the actors of the system, was key to its approval.
