Abstract

ORONO, Abel. Managing the Left Government: Social Spending In Montevideo (1988-2004). Rev. Urug. Cienc. Polít. [online]. 2009, vol.18, n.1, pp.163-191. ISSN 1688-499X.

This paper analyzes the social expenditure of the government of Montevideo, during the first three terms in office of the wing-left administrations. It proposes a typology of local social policies that enable a comprehensive analysis of the components of spending. The whole analysis is based on original historical series of Social Spending of the Government of Montevideo -by category and components-, and identifies trend lines, rupture and continuity of its policies. Finally, this article proposes an explanation of the changes in social spending from two factors: the availability of resources (income) and political-ideological preferences of partisan actor in office.
