Abstract

VENEZIANO ESPERON, Alicia. The Citizenship Participation in the Decentralization Process in Montevideo: Learning and Reflections from the nineties. Rev. Urug. Cienc. Polít. [online]. 2008, vol.17, n.1, pp.203-227. ISSN 0797-9789.

This article evaluates the decentralization process, in the framework of the discussions about State reform, and following the objective proposed by the agents: citizen participation. The theoretical framework is the 90s neo-institutionalism, with its concepts of governance, embeddedment and governability. From the methodological perspective, we use Intergovernmental Relationships and networking for the institutional design, and we measure Local Participation in correlation with political-electoral and socio demographic territorialized indicators.
