Abstract

PONCE, Matías. Institutions and Agreements: Intertemporal Cooperation in Fiscal Policy in Chile and Uruguay. Rev. Urug. Cienc. Polít. [online]. 2008, vol.17, n.1, pp.87-110. ISSN 0797-9789.

The present research is based on the process comparison of production of the fiscal policy on Chile and Uruguay analyzed from the perspective of formation of political intertemporary consensuses in the matter during the period 1990-2005. There are institutions that force intertemporary consensuses and others that concern particularly the managing of the fiscal policy. Which do reign in Chile and Uruguay? First, we will check the diverse determinant institutions of Political Consensuses and on the other hand the determinants of the fiscal policy for both cases. We will relieve the degree of consensus concerning fiscal policy seeking to determine how much there influences it the institutional frame that determines the intertemporary cooperation of the system and the fiscal policy especially. From a compared vision we question the explanatory potential of the theories till now formulated to understand the Policy Making Process Fiscal and glimpse the suppositions on which the intertemporary cooperation is raised in both cases.
