Abstract The article focuses on the negotiation between Uruguay and the International Monetary Fund (IMF) in 2005, at the very beginning of the first leftist government in Uruguayan history. The study presents the main actors that took part in the process and analyzes their interests and relationships, as well as the options considered in the negotiation with regards to fiscal surplus and the implementation of some structural reforms. Finally, the author evaluates the factors that explain the success of the negotiation and the alternatives that the negotiators could have explored.
