Abstract: On this paper, the different Processes of Candidate Appointment (PCA) to the  House of Representatives used in the District of Canelones in the 1999 and 2004 election are described and classified, which is entirely novel, as this kind of study was never done in Uruguay before. The study inquires into the hypothesis which states that PCA affect legislative behaviour because candidates elected in autonomous PCA tend to have more legislative initiatives -both, individual and collective- and simultaneously, the proportion of issues related to their district they deal with, is higher than the undertaken by candidates elected in a centralized PCA.
