Abstract

Summary  Introduction: Trauma or injuries caused by motor vehicle collisions are a serious health problem worldwide, and Uruguay is not an exception. The use of seat belts and child restraints are essential measures to prevent these injuries or reduce their consequences. In Uruguay, the Road Safety Act (N° 18191), decrees the compulsory use of seat belts for both drivers and passengers. It does not refer to specific safety systems for children. Objective: To describe factors related to the way Uruguayan children aged 0-14 travel in private, four-wheeled vehicles and quantify seat belt usage rates for passengers over 14 within the same vehicles. Method: A descriptive, observational, cross-sectional study was conducted in Montevideo Salto and Paysandú between May and June 2008. Results: Vehicles observed: 909. Total passengers: 2523; 47% of these aged 14 or less. 83% of those aged 14 or less were traveling totally unrestrained (no seatbelt or not child restraint system). 45% of those passengers aged more than 14 were not using seat belt. 25% of children aged 5 or less and 32% of children under one year were traveling in front seats. Conclusions: It is imperative to legislate about the compulsory use of Child Restraint Systems and to take actions to monitor compliance. Is everyone’s task to promote social responsibility by appealing to modify behavior in public roads in order to reduce risk factors that influence traumatic disease.
