The article analyzes the main tensions, disputes, and transformations shaping Uruguay’s food system, focusing on the interaction between three regulatory spheres: food as an exchange good in the market, as a human right within the state, and as a common good within the community. It approaches food as a complex, multidimensional, and multiscale issue, shaped by social, political, economic, and environmental factors. The research integrates quantitative data-both pre-existing and produced through recent studies-along with records from parliamentary commissions. The findings reveal a market dominated by concentration and foreign ownership; a state characterized by institutional fragmentation and the absence of a comprehensive food policy; and a community where diverse, though still fragmented and precarious, initiatives reaffirm food as a fundamental right essential to the sustainability of life.
