Abstract

This article reflects about what has been called the cycle of public policies for youth in Brazil, which began around the year 2005 and was interrupted in 2015, based on the impeachment process of the president. The analysis works on the assumption that public policy is the “State in Action”, with the responsibility of promote and implement a government project, normally by programs and actions for specific sectors of society. The text was produced based on the studies Youth Brazil Agenda and Reflections: Survey of public youth policies, which created a large database of quantitative and qualitative information.
